Independent External Monitor (IEM) are nominated by the Central Vigilance Commission (CVC) in order to ensure transparency, equity and competitiveness in public procurement through implementation of the Integrity Pact in Government organizations, Autonomous Bodies etc. The Integrity Pact essentially envisages an agreement between the prospective vendors/bidders and the buyer, committing the persons/officials of both sides, not to resort to any corrupt practices in any aspect/stage of the contract.
The IEMs are to review independently and objectively for any complaint/ issue/allegation of violation of any provisions of the Integrity Pact whenever required.
